I'd say you don't _need_ a hard copy of it, but there are spaces to fill things in so it might be a bit complicated if you didn't have a paper copy.

My inspector expected it to be completed, a living working document, not just on your computer as a reading resource.
So I would say yes,your notes are part of your evidence that you follow it.

I have a hard copy as I feel it's easier to flick through that than try to read it all online. If you don't want to buy a copy or print the whole thing off you could always print just the relevant pages.
