Can I pay for NCMA starter pack?

I am confused I have been on NCMA website and been to the order form link. It gives price details but as far as I can understand you can only purchase the starter pack if the goverment are paying it for you. Unfortunatly I am not due to this funding in my area. I would like to purchase the start up package myself but dont know if I can. Can anyone shine some light on this?

I priced it up and its cheaper becoming a member then buying everything seperately as a member price

I did think that at one stage if you bought the starter pack you got membership free for the first year

Thanks for your replys. Yes I think I will just pay for membership and insurance, then buy what paper work I need. I have made lots of my own paper work anyway and it is only their contracts that I have to use I think.
