Default need to pick some of your brains.....

A couple we know have recently split and the child is currently living with his dad until a court hearing to decide custody. A lodger the dad has is wanting to become a registered childminder/nanny so the dad can pay him to look after the son (8) and then claim childcare costs. The lodger has not any childcare training or experience, is he able to become registered in this way and recieve payment officially?
