Well it took just over 3 weeks but I finally have my registration certificate for my new house. I had to sign a form saying that I agree to the changes being made on my certificate as my eldest has gone into the next ratio group even though it was me that asked for it to be done. Otherwise I would have had my certificate back at least a week ago.
I lost one mindee to this as she went somewhere else as she needed a place straight away. Have printed some flyers so I am going posting tomorrow and hopefully I will get some enquiries soon.

Ofsted always ask you to sign that you agree, even like you say when you have asked for it! Seems very strange, probably just another paper chase!
