I'd wait until you've completed it and then submit it.

When the inspector calls they will ask you if you've done your sef - I hadn't finished mine and the inspector asked me to e-mail it to her, finished or not, so she could read it before she came.

I didn't submit mine until a few days before my inspection so that if l wanted to l could change it, if l thought of something l hadn't put down.
