Ofsted responds to Good Provision for all consultation

Ofsted has responded to Good EY Provision for all and reforms will be introduced in Nov 2013

Please look at pp 8 and 19 where 51% of cms responded...that is fabulous!
Having said that these changes are for providers on non-domestic premises...have I got it right?

Cms are not included as Ofsted says in the response they need to deal with agencies first...but what of independent cms?
