Maybe a little late but this year we have made paper mache Pudsey bears. Just need to add the bandage and face. Here's what we have so far. Going to be Friday before finished product shown as out Wednesday and Thursday...
This gives you an idea though.....

As said on many occassions im not very good with crafts but the children have really enjoyed making them so far
We did the foldee Pudsey last year, they loved them

What did you use to stick the paper on to the balloons, was it just normal childrens glue?

One part pva glue two parts water stir to make a creamy texture. Dip strips of paper into mixture and cover bear. Allow to dry and repeat three times( so three layers- add layer allow to dry and layer allow to dry ) then place pin in head and body to pop balloons ( ensure completely dry the shape should stay if you've allowed to dry properly each time . )Then paint and accessories.
