We have a couple of boxes of snap circuits.

SNAP CIRCUITS JR, 100 EXPERIMENTS BPSCA SC-100: Amazon.co.uk: Electronics

Under supervision all our 4/5 year olds have enjoyed putting these circuits together to make a flyer spin in the air, a bulb light and a sound.
Great for exploring and being curious.
You can get cheaper similar versions too.
