What is a 'leaving certificate'?
do you mean a final assessment you would pass on to schools when children transit there ?

I have recently heard of nurseries doing a 'graduation' ceremony for leaving children...together with hats and gowns

Please feedback on this as it would be great to share whether this is something new that we should worry about?
