help witha question on EYFS?

Hi, I am in the middle of writing an essay (doing a foundation degree with OU and is my first essay) and im struggling with one bit of information that i can not seem to find the answer to and was wondering if someone could help please;

"Who wrote the curriculum framework?"

I have found out that the EYFS is part of the 10 year childcare strategy - but not sure if that answers the question?

The EYFS2008 was reviewed by a panel of experts led by Dame Clare Tickell and became the EYFS 2012
