For that age I sit them in the highchair, tape a piece of paper to the tray & drip some paint onto it. I then let them splodge the paint round on the paper. Sometimes I'll give them a brush or a sponge to use. When the paper is covered, I leave it to dry then cut shapes out of it.
For easter I'd get them to do a yellow sheet & a green sheet. I'd cut flower shapes out of the yellow sheet & leaves out of the green sheet then stick them on card, paper or a canvas to make a picture.
While the children are 'painting' I take a photo of them and stick it onto the back of the picture so parents can see them doing it.

How about this activity, your children could spread the paint over the bubble wrap with their hands then you could cut the egg shapes out to put on the cards

Like the bubble wrap idea.

cover egg shapes of different sizes with different textures for children to feel - cotton wool, tissue paper, lentils, whatever you have...
