I heard a CM saying today that she is registered, got insurance and is working but she didnt register herself as self employed yet and is getting cash in hand? Would be that possible or you think she is lying and is not registered??

I believe that you only have 3 months from being self-employed to register with HMRC, otherwise you can be fined heavily. It's your job to declare yourself as self-employed and I don't think OFSTED check as it's not in their remit.

Any 'grace period' previously available (it used to be 3 months) is no longer valid.
If you work, even for a few hours, as self employed then you have to immediately inform the tax office.
If someone is taking cash in hand they are working illegally. They will not be insured either because they are illegal.
Hth :D
