Who is the best to make a webpage with - most options nice layout and comments section?

I use office live too. First time I had ever had a go at building a website but I found it really easy :)

I'm trying to decide who to do my childminding site with. DH could create a site for me using Dreamweaver but then we'd need to pay hosting fees. Mr Site does a five page site including hosting for £19.99 per year. It also allows one page for a shop so I could promote a few products from my wensite on there too.
