You could try and ring them. Can't see why they would refuse. Wish i hadn't had my inspection so quick as i did not realise how much you had to learn about EYFS just for the pre-reg. Thought they only got to grill you for the grading inspections.
The pre-reg doesn't seem to be as easy as it was before :( But doing your policies will be a good exercise in learning the EYFS.
Good luck.

When i had my pre-reg visit i had nothing done, didn't even have any equipment!! I explined to her on the phone and she said it was ok as it was just to look at the suitability if the house and me, she said they have to come within 2 weeks of recieving your application, if you don't want them to come they will withdraw your application (thats what i wass told by my inspector).
When she was here i had made a list of everything i planned to do to the house what equipemt i needed to buy and that seemed good enough for her, i'm not sure if i got away with that because i'd only had my council training around 4 days before she came so wouldn't of had time to get anything done after learning a short while ago!! She questioned my on the national standards and asked if i understood the EYFS, my pre-reg was in August so it wasn't quiet in yet but she asked to make sure i was ready.
How long ago did you get the course from your local council?
