It appears the issue revolves around Cms registering 'just to get funding' for own children.
I have corresponded with PLA on this on how it could be avoided.
I am sure it will pop up at the June AGM.

I sure I read somewhere,Bristol allow related children just not children who you are parent/guardian/foster carer for. Our la don't allow it for any relative

The DfE guidance to LAs does say on p26 that LAs can fund CMs' own children but this has to be from LAs other funds not the one coming from central govt.
I don't think any LA does as they are strapped for cash.
