Ofsted have sent me a letter as ds has just turned 16 so they want him to complete ey2 form and has to have a DBS I have just tried to complete the form and the first thing they ask organisation reference. am I correct in assuming this is Ofsted as the information they sent keeps sending me round in circles I can't get a straight answer so has anybody recently filled one in....thanks in advance for your help.

If you look at the Ofsted booklet, 'Guide to registration on the Early Years', the organisation reference is ofsteda

You have to do it as soon as they are 16. It is a Safeguarding requirement of your Registration and you can be given an Inadequate grading for not doing it.
