Tis a bit wishy washy just like its author.

My personal view is that it is much more substantial than the one sent to CMs...both letters came out last week on Monday so have been out a while
LAs do not seem in a hurry to send to CMs though!

What this one says has caused quite a few heated debates about 2 year olds in schools...as Truss removes all barriers to their registration just by 'changing the law'...easy isn't it to remove red tape when she puts her mind to it or serves her agenda?
We are changing the law so that school nurseries can also take 2 year olds without having to register separately.

The other 2 questions relating to cms also say a lot about her worries: Agencies and funding!
