I was wondering if anyone could help me, I am interested in becoming a babysitter or childminder but I wont be able to use my own flat. How do I register with Ofsted and how much will I have to pay and what does it include

Childminders do generally work from their own home - this is the premises that would be registered by Ofsted - you can find some help under Getting registered and started in childminding. What you are suggesting sounds more like becoming a Nanny, you can register with Ofsted so that the parents can claim back tax relief on your wages - but you would be employed rather than self employed.
