A rather difficult read I feel!
Prof Lloyd did say it was very technical
The thing that struck me most is that there is no evidence that 'high costs occur because the UK is over regulated' (the govt is going for less regulation though)...so what is the reason? (under investment maybe?)

Uk is not over regulated in comparison to other countries ...in fact we are lightly regulated...but the result is the govt is ignoring this research...no surprise they kept it to the last minute before publishing it!
