When does the 15hrs start from is it when they turn 3 or at the start of the school terms.

My lo is 3 on 7th jan.

You are entitled to 15 hours of free child care the school term after your child turns 3. So if your LO is 3 in Jan they will be able to access their 15 hours from the Easter term.

Yes from Easter. So regardless of when the school term starts the dates to claim free entitlement are from 1st September, 1st January and 1st April.
