Could someone just explain new rules/procedure for registering now. Its all changed and a friend wants to register but i think im outdated! The reason is that an acquaintance who wants to register also had to take an english test and was a few points off so couldnt continue with registering and now has to do a course (gcse i thought she said based at grade c) and pass that before continuing.

What do i tell my friend - what is latest procedure?
