High Backed Booster Seats

DS is 6 and is 4ft and 3st 9lbs (23.13kg) he has a high back booster and a standard booster. He only uses the standard booster when I have 4 yr old mindee and she uses the HB one.

I have a couple of questions about this...

1 on the HB booster there is a bit for the seat belt to go through so it is on the shoulder, however DS is too tall for it and seat belt has to go around the booster instead of through the booster is this ok? Or should I just use the standard booster?

2 Can DS/mindee ride in the front of the car if using a booster? (not just for preference but if needed (car seat arrangements)
