Yes I believe that is the recommendation which is why it is funded in every region or if it isn't yet it will be. It can be done at home and subjects specifically for home based care have been added. It takes about 8 months to complete at home, I should finish in october, if I don't its no longer funded.
Thats what i'm sat doing now!!! or at least should be!
I've never done anything like this before and it's not as scary or as difficult as I thought it would be, it covers everything that everyone talks about on this forum. If you are following the eyfs then you already have in place what you need for the nvq3.

if you study with the open university on the foundation course the E100 will give you an nvq4 and you do not need any previous qualifications to do it but its hard going and done at home.

no not an NVQ but a Level 3 - this can include the full DHC which is a L3 qualification
