Health and Safety Act Help!

Hi
I don't want to sound thick but i have just started my NVQ3 and need to know who is the main body responsible for the enforcement of the above Act. Would i be right in saying it the Local Authorities. I have searched the net and seem to be getting nowhere!

would that not be yourself as it your buisness
employers are normaly responsable for employees

but i not to sure hope some one else has some ideas

Ultimately the buck stops with the Govt... then the Health and Safety executive...

HSE are the main body but all local authorities will have teams in place for their area. It distrabutes the workload iyswim.
