Can I start Business after OFSTED registration but before inspection

The final part of the registration process is the Ofsted registration visit, they say you will be recommended to be registered, they go back and do their paper work and send you your certificate in the post.
You will be inspected and graded up to 30 months after registration.
You can start work as soon as you receive your certificate.
