When will I need to change my car registration to business use by? Will I need to show this to the inspector at the pre reg visit? Or as soon as I'm registered?

It's your insurance you need to change. I hadn't changed mine, but had my current insurance certificate and made it clear to the inspector that I new I would need to change it before I used the car for minding. A quick call to the insurance company (and an admin fee!) sorted it :)

Ofsted can't expect you to have any insurance in place for pre-reg as they might not approve your registration and you would have wasted your money.
You can research your insurance options, get quotes and be ready to tell Inspector how you will have the correct insurance in place.

Maybe someone recently registered can confirm what the Inspector wants to see...

I don't think you need to get business insurance for your car before your visit.

I've just had my pre-reg visit. I asked the inspector if I needed to change to business insurance as soon as I got my certificate, but she said it was ok to wait until I actually have a mindee I am planning to take in the car :)
