I would like to know what are the consequences for a child who decided
not to talk to the parents, what it can affected he/she?

And what are the consequences for a child who was adopted by the stepfather?

If child has been officially adopted by the stepfather then he has the same rights as the mother he has accepted parental responsibility for that child, if a child refuses to talk to the parents there has to be a reason which may require professional help, if it is just a phase and only the parents will know this l would carry on as normal until the child snaps out of it, bit like a toddler ignore unwanted behaviour don't argue and cajole this will only prolong the situation.
