From their own FAQ:

By law, under the Public Services Reform (Scotland) Act 2010, section 53(6), all providers registered with the Care Inspectorate must provide us with the information we consider we need in order to carry out our functions effectively.

To help keep our care service register accurate and up-to-date.

We use the information in the annual return to inform our risk assessment processes. This helps us to inspect services in a targeted and proportionate way.

The annual return collects information about the service (including, the needs of people it caters for, how many people use the service and information about the staff involved in delivering the service).

Self-assessment forms ask care service providers to assess their performance against a set of Quality Themes and Quality Statements. Inspectors use the information in the self-assessment forms when planning and carrying out inspections.

The Annual Return has to be completed in Jan/Feb each year.
