Question re parental responsibility

Having searched this forum and googled it can anyone tell me, since a password system would override it, other than it being a legal requirement what is the actual reason for asking/knowing who has PR since surely it can't just be about collection of child & information sharing.

To reiterate, I know it's a legal requirement but why and what purpose does it serve?

It is also about the person signing contracts, permission forms, accident forms having the right to do so. If a person does not have parental responsibility what right do they have to organise child care, give permission to administer medicine etc etc
