i have just started my policies and procedures and i am struggling. i know certain things like hours i will work and how much i will charge. i dont know how to start with the rest of the policies.

Start with the obligitory ones first and get them done (Safeguarding, Complaints, Lost Child etc). Then after that you can just fill in the gaps.
If you are a member of NCMA, they have guidance on their website for wording some policies. Also, look at the Bromley Childminding Assocoiation website. They have examples too.
Depending on how you feel about having things in writting, you don't need loads of them. Also you will find as your business develops and problems / queries arise, you will probably add and expand them.
