My own children are 4months old and 3 years old ..he is in pre school all day on a Wednesday
Can I also care for a 13 month old and a 2 year old on this day?
Will either of my children be viewed as an exception to the '3 under 5' rule?

I’m not sure I would say if your own child isn’t there it would be fine, but what’s happens if nursery is closed and during the holiday? I would probably say no to the 4 under 5 rule.
Though, if you had these children before your new baby was born it would probably be counted as continuity of care but if the 13 month and 2 year old are just starting that’s new work so I’d say no you can’t.
Hopefully someone more helpful will come along and give you an answer.
