Help 4 year old boy crying lots???

Hi all, need some advice. I look after a 4 year old and his little brother, the younger one is all rough and tumble and loves running around playing, the 4 year old however will play for a short time but then just wants to sit on my lap or be right next to me and if I move to join in with the others or to prepare lunch or even go to the toilet he starts crying! If i ask him to do something, he starts crying, if its not his turn,he starts crying, absolutely anything.
I have been giving huge amounts of praise for everything he does by himself or when he joins in with the others. I'm trying my best to raise his self-esteem but dont seem to be getting very far. Any advise please?

What is he like at his other setting?

Is he the same at home? is he an only child?
