Contact Ofsted, they send you a form to fill in and you send it back HTH

Ofsted only usualy grant variations for continuity of care (siblings, change in parents' working hours). They don't usually allow them for taking on a new child.

Why not give them a ring, tell them the circumstances & see what they say. I've always found them very helpful.
