housing benefit team no help

I have spoken to someone from the housing benefit team to enquire about the 10% wear and tear. They want to see my books in April and i want to know if they take the 10% wear and tear into account or not, (this will decide if im entitled for this year and if i owe them any money) they will not tell me i have asked to speak to an assesser to be told "no i cant speak to them just bring your accounts books in before the accountant looks at them" I tried to call back later to speak to someone else only for the same person to answer so i hung up
