RA on park with paddling pool

I am writing a RA on a local park which has a paddling pool. Can any one please advice what to put in action required or control.

If you are allowing the child to go into the pool, I would do a permission form for parents, to give consent to it. Cover child won't be unsupervised, necessary swimming aids etc, pool has been checked to ensure its safe and clean. The depth of the pool etc.
