Yes, if you want to count assistant to increase numbers, you are right they have to be 17.

if I have a 16 year old, Can i register them as an assistant just as a pair of hands but not to use for more children. For example if I have 3 children under 5, could I use my daughter as a pair of hands to take the little ones to the park? she isnt there to "look after" any just to help keep an eye on them

I don't see why not - off course she would not be left in charge of the children.

I have thought about doing this as my son turns 16 soon and then if needed when he turns 17 he would already be registered as my assitant - might as well do it whilst we have to get the dbs done anyway - let me know how things pan out for you.

I thought the EYFS age was 18 for an assistant and the other two registers was 17.
