Can someone explain the tax credit changes?

A mum of a mindee wanted asked me today about the tax credits changes and I had to be totally honest with her and say I was unsure.

Can anyone explain it in simple terms for me?

I don't know all the changes, but I believe the childcare element has been reduced from 80% to 70%

baby element is being scrapped, ( previously used to get more for a baby under one.) also maximum earnings is lowering to 40k, so anyone earning higher will get no help. working tax credit inflation rates have been frozen.

one family (interview was yesterday) asked me same questions,
because last yr both parents b4 child was born earned quite well but she going bk prt time of 16 hrs and she worried because its worked out on previous yr she will get no help?

why can they not do a booklet to explain it all simples
