Default minding only over 8year olds

Can you help. I have a friend who only minds the over 8 age range. Does she need to be registered. I thought she didn't but could go on the voluntary register but would have to pay.
Does she need to do first aid every 3 years or any other qualifications? I know what is good practice but what does she legally have to do.

This is the Ofsted list of when registration is not required.

    Hope it helps!
