    Why do they do this late, on a Friday, and with just a few weeks to get it read, processed, and implemented

    I'm going with the 'forearmed is forewarned' approach

    If I can see what the LA are likely to do, I can get my own funded terms in place first. If the LA are unhappy with the way I plan to deliver the funded hours, then I won't be offering it, simple
