Elite graduates teach toddlers to climb social ladder
I thought that EYPS do exactly that and we have plenty of them in EY who do lead and improve practice and outcomes for children...maybe Truss has not understood what their role is and the extent of their knowledge compared to a graduate with a PhD in marine biology

It is cynical to suggest this might have more to do with 'The Recovery' still failing to produce enough proper, full-time jobs with a decent wage? Not even for so-called elite graduates?
I guess you could call it "progress" of a kind. When I left school under Thatcher's 11-Year Reich, you could only get on such Youth Exploitation Schemes if you didn't have 2 CSE's to rub together and no objection to losing the odd limb in an industrial accident. So this is clearly a positive move toward the "classless society".

The first thing that pops into my head is "Rule with Fist and Rod of Iron"
Does this only apply to secondary schools or is this blanket wide?

Bunyip...it looks like the scheme started in Sept 2013 and you can see there are many financial incentives in the link

Everyone knows. It's not 'what' you know. It's 'who' you know that will get you anywhere in the UK
