    the rules changed in sept 13 were any childminder with a good or outstanding grade could offer the service, i have recently applied to offer the 15 hours and there in no extra inspections and only a bill to submit and copies of invoices, i was also suprised at the amount of the funding (more than expected but in our area the 2 year old funding in over £1 per hour less than 3-4 year old
