Development Matters is good for enabling environments (resources, activities etc) per Area/Aspect:

What toys cover what area? I haven't see such a sheet and would be wary of any! Toys, if used in a child-led open-ended way (as is usually most beneficial for learning), can cover all/many Areas. Saying a 'dolls buggy is for PD' etc is really quite short sighted... but I haven't see the sheet you are refering too so I can't really say!
