The Independant review of childcare and early education registration, regulation and inspection in Wales

Recommendations -
* one regulatory body (merging ESTYN & CSSIW) for all settings 0-7 years including primary schools
* One single quality ECEC (Early Childhood Education and Care) Framework
* All settings required to register even if only operating less than 2 hours
* All practitioners to have level 3 or above qualifications by 2022 (including childminders who will have 3 years to complete from registration)
* "Local Authorities are required to provide strong, effective and consistent advisory services, in the language of the setting, to all settings"
* Regional and All-Wales ECEC boards
* WAG Minister for ECEC & single department
* new settings (not childminders) minimum level 5 qualification
* Larger settings managers to have minimum of level 5 (2020) and level 6 (2024)
* all practitioners included in ratios to hold or be working towards level 3
* QTS specialising in child development 0-7 years only

How many will be adopted? Will it end up like professor Nutbrown's review in England?
