Deregulation article help

I'm trying to include some reference to deregulation proposals in an assignment I'm writing for my studies.

Trouble is, there don't seem to be any firm proposals, just a lot of kite-flying, so I'm finding it difficult to provide any sources or references.

Can anyone signpost me to any newspaper articles (publication and date, please) or reliable online news links that might help?

I would say the Truss paper and compare it with the Daycare Trust document (May 2012) about childcare in the Netherlands and how the agency model has gone terribly wrong.
