OFSTED can you change numbers for sibbling when full ?????

Hi,

I am about to take on a 17months old little boy to start asap his little brother is 2 months and would be coming to me in october. If my numbers are full do OFSTED allow you to change your numbers for sibblings to join??

Please help Mum wants to know before she decides !!
