Can you claim % of home insurance?

Can you claim any part of home insurance? I couldn't see this on the list I have of allowable expenses. I understand I would have to insure my home anyway but then wouldn't that apply to council tax and you can claim part of that?

If you go to 'free resources' on the top of this page, then 'downloads' there is a section on tax and then something like information for childminders it gives you a list of things to claim form and there it suggests 10% of your house and contents insurance
