No you don't have to pay, just submit your site for free.

but that does not guarantee that you will get placement, you need good keywords, meta tags and descriptions of your site to even get it near the first page. :)

Google doesn't automatically add you though, you need links to and from your website to others, so the Google spiders find you in different places.
