Twin or buggy board?

Ive got mindee who just turned 2, likes to walk-more than her 4 yr old brother, but is a little on the slow side, when i have my baby taking them all out, would you put 2 yr old on buggy board or woould you use twin pushchair?
So far ive only got a double anyway but wondering what would be best
