He's trying to con you  Your home should be in a fit state of repair and the boiler serviced every year. Thank him for the advise and say that you will get someone ELSE to do it.
That should shoot him in the foot!

I live in a quarter so we do have a yearly electrical and gas check and receive a certificate, but I am also a landlord and the legal requirement is a gas boiler check, so I would ignore this guy, I think he could be on the con.

I agree...he is trying to con you but for a laugh I would say Hey thanks for telling me about it...I found someone to do it so you saved me money !!
That will teach him!

I've looked into this before and was told even if you had faulty wireing the kids would not be at risk because they can't touch it!

Gas I believe does need regular checks to make sure it's not leaking, but def not electric (otherwise it would have to be in the Statutory regs)

I think he is talking about Protable Applicance Testing or P.A.T Testing. My hubby is qualified to do this for part of his job and it does not apply to domestic premises. Schools, nurseries and any other public offices or workplaces have to have it but not us. You do need to ensure that your boiler and gas appliances are checked yearly and be sensible about checking other things but you can stop worrying.
