ok, so i need more advice please

so I am trying to build a website using Webs.

If I want to add links, e.g. to EYFS NCMA, OFSTED website etc, can I just add them, or do I need to get their permission first?

You can add links but you cannot use their logos. You can ask NCMA for a 'member of ncma' logo if you are a member though.
